Why losing the top of the range is not the same as losing speech

A standard audiogram plots frequencies from 125 to 8,000 hertz, and the reason it stops there is that this is the band speech occupies. The pure tone average that severity categories are applied to uses just 500, 1,000 and 2,000 hertz.

So an upper limit that has fallen from 20,000 to 12,000 hertz says almost nothing about how easily conversation can be followed.
